• 1) Loopholing/Bending of rules [S3]

  If you are caught either trying to bend a rule or trying to find a loophole within a rule to avoid the consequences of breaking the rule in question, you will face ban action.

• Robbing Mayor / Security
• 2) Metagaming [S3]

  You must only use information in the city that you have found out within the city and not from outside sources. Sharing information that you gain from out-of-city channels with other players in the city is also classed as metagaming. If you find out information through somebody’s stream, you must not use this information until you organically discover it in the city.

  See some examples below:

  • Using people's streams to learn how to craft specific items.
  • Using anything learned from Discord chats or comms within the city.
  • Using people's streams to find crops or personal hidden places.
  • Using people's streams to find locations.

  To safeguard our streamers and make the server enjoyable for them, if you are seen in their stream (typing, lurking, or appearing in the viewer list) and then turn up at a scene they are involved in to either rob or kill them, this will be considered metagaming.

  We understand that people enjoy watching streamers, but at no point should you be in someone’s stream while you are in the city, especially with the intent of using information from the stream in-game.

• 3) Random Deathmatch [S3]

  RDM occurs when a player intentionally hurts or kills another player by any means without a valid reason to do so.

  Example: You cannot just roll up on someone and kill them without saying a word.

  Mass RDM is a permanent ban.

• 4) Vehicle Deathmatch [S3]

  VDM occurs when a player intentionally uses a vehicle to hurt or kill another player or damage their property.

  This includes:

  • Running people down for no valid reason.
  • Excessive ramming.

  Mass VDM is a permanent ban.

• 5) Powergaming [S2]

  This consists of a player performing any action that would be deemed as impossible.

  Examples of this include, but are not limited to:

  • Using /me in a way that only provides yourself with an option to roleplay.
  • Using Discord as an advantage, such as checking dates and times when people joined a gang, i.e., gaining information that wouldn't necessarily be attainable in the city.
  • Exception: The only time Discord is allowed to be used is when an individual is providing evidence to the police, a court, or a lawyer.
  • Carrying someone through a door or picking someone up mid-scene, etc.
  • Zip tying people who are moving or are nowhere near you.
  • Police cuffing a person from behind while they are moving or running.
  • Talking on the radio while cuffed.
  • Talking on the radio while in water.
  • Disappearing into properties mid-chase to avoid capture.
• 6) Green Zones [S1]

  SHS, PD & Recycling are classed as green zones; there is no roleplay over ruleplay.

  Green Zone Retreating: If a scene starts outside of SHS or PD, do not run into either to avoid being stabbed, injured, or taken. This is classed as ‘green zone retreating’, and you will be banned for it.

  PD is GREEN GRASS: If you are arrested and taken to PD, you cannot attack police officers to prevent being arrested when in the cells or take PD officers hostage.

  Zero Tolerance Policy: There is a ZERO tolerance approach on violence of any form and/or hostage-taking within the SHS and PD green zones.

• 7) Breaking Character [S1]

  Whilst in the city, you must always remain in character. Breaking character ruins the RP for everyone involved.

  Examples of going OOC include using terms such as:

  • Admin
  • VDM/RDM
  • Tickets/Lottery tickets/Golden tickets
  • Bodycam/Dashcam/GoPro/Contact lenses (Only PD can use these terms because they have the physical item).
  • Stream/My eyes/Eyes On/EON as your radio name or saying "Have you got your eyes on?"
  • My PC/Monitor/Keyboard/Brain/Clipping
  • Mentioning GOV to stop an RP scene.
  • Flight Numbers
  • "How have you done that then?" / "How’s that happened?"
  • Perma flight/Vacation/Ban

  Anyone caught using these phrases in the city will face ban action (we have a list of allowed phrases outlined in Rule 8).

  From now on, anyone caught breaking character, going OOC, or taking things OOC will receive an instant 3-day ban—no questions asked.

  Stop breaking character, go roleplay, and have proper interactions.

• 8) Allowed City Phrases [S1]

  Below are the phrases that should be used in the city, along with what they replace:

  • Emails = Discord
  • City = Server
  • Going asleep = Leaving the server
  • Waking up = Joining the server
  • Gov = Staff
  • Import = Tebex Purchase
  • Deported = Banned
  • Muscle = Keyboard Key
  • Spider = You are bugged and need to jump to fix
  • Headache = You have died and can't remember what happened
  • Headpop = Game is lagging
  • Months in jail = IRL minutes
  • Voice box = Mic
  • In my eyes = On my screen
  • In head = AFK
• 9) Fail RP [S2]

  Fail RP is any roleplay that is extremely impossible or unrealistic. You must roleplay seriously at all times; we are not a fragging server.

  Fail RP includes using game mechanics to your advantage, such as:

  • Using the seat vehicle option to get somebody out of a car without using a /me.
  • Driving while carrying a person.
  • Carrying multiple people on your shoulder.
  • Lying about getting shot in the head to avoid prosecution.
  • Lying about injuries in SHS and only asking for a plaster.
  • Using /me ties hands and feet (there are zip ties for this).
  • Using /me takes comms (you can go into their inventory and take them).
  • Using /me knife to throat in a car while you are driving.
  • Using /me smashes window and pulls out of car (just smash the window and drag them out).

  Important: On some car models, windows don’t smash, but as long as you visibly hit the window, you are good to drag them out.

  In summary: Using any form of /me where there is a physical item or option to perform the action is considered Fail RP.

• 10) Roleplaying Injuries [S2]

  No matter what your injury—whether you get shot, stabbed, in a car crash, lose an eye, or have your hands chopped off—you are required to RP these injuries. You must act hurt if any of these actions are performed on you.

  Important: There is no DOA (Dead on Arrival). Aside from being shot in the head, you do not have to act dead in any other scenario, but you must still roleplay your injuries.

• 11) Stage 1 (Bleeding out) and Stage 2 (Respawn timer) [S1]

  If you are Stage 2'd in a scene, you can be revived by surviving gang members and can become active in that scene again after the next server restart. However, if all of your affiliated members die as part of a scene before a restart, then that is the end of the beef/war. There is to be no attempt at loopholing this rule.

  Examples of trying to loophole this rule include:

  • Getting someone outside of your gang to revive you.
  • Leaving a scene to fly out if you're the last person alive. (If you fly out during the war, you are classed as dead—no excuses.)

  Once you are killed and NLR (New Life Rule) is activated until the next restart, make sure to change out of your gang fit and into normal clothes. If you remain in your gang fit and get killed again, don’t complain—it’s your fault.

  The decision that you are Stage 2 by SHS is final.

• 12) New Life Rule (NLR) [S2]

  You can be revived by surviving gang members and return after the storm. However, if all of your members die before a storm, then that is the end of the beef/war - If you are water dumped or have decent RP behind killing someone, i.e water dumping, throwing someone into a smelter, meat grinder etc, you are not allowed to remember or be reminded and you are now out of the beef/war.

  No loopholing this rule: Nobody outside of your gang is allowed to revive you, and you cannot fly out if you are the last person alive.
  If you fly out during the war, you are classed as dead—no excuses.

  Additional Rule: Once you are killed, change out of your gang fit and put on normal clothes.
  If you remain in your gang fit and get killed again, don’t complain—it’s your fault.

• 13) Extended New Life Rule (NLR) on crops [S2]

  If you are killed at a weed crop, you cannot return to the crop until after the next server restart.

  Upon your return, you are unable to remember who killed you at the crop. You may only remember the crop location.

  Important: If you are in a crop beef and Stage 2'd, you can be robbed of everything.

• 14) Failure To Value Your Life (FTVL) [S2]

  You must value your life at all times.

  This includes if you have:

  • 1 or more firearms pointed at you.
  • 2 or more melee weapons drawn to you when you are taking a hostage.
  • 1 gun has to fear 3 or more melees

  You are expected to fully RP each step; you cannot take your friends or people you are very well acquainted with as hostages.

  When you have found a hostage organically, you cannot:

  • Make them sing if they don't want to.
  • Make them give you their money out of a bank or ATM.
  • Make them empty their stash in their motel, apartments, or MLOs.
  • Make them give you safe codes or remove items from safes.
• 15) Bad RP [S1/S2]

  Bad RP refers to small actions that have the potential to spoil other players' RP interactions and scenes.

  Examples of Bad RP include:

  • Driving off the pier mid-police chase into the ocean.
  • Using /take comms, /take weapons, etc.
    (As mentioned in Rule 9, you must actually roleplay this and remove the items properly!)
  • Using hunting rifles on hostages.
  • Taking your own life to avoid the police or jail time.
  • Getting involved in scenes that don’t involve you, including:
  • Looting dead bodies.
  • Taking dead bodies away from a PD or PHS scene.

  In short: If the scene didn’t originally involve you, you are free to watch, but do not interfere.

• 16) Roleplay Over Weaponplay [S2]

  Roleplay should always be prioritized over instantly bringing weapons into a scene whenever possible.

  RP should focus on creating long-term storylines rather than a quick fight or squabble that ends within 10 minutes with no further development.

  Example:

  • Traffic stops for minor infractions such as:
    • Running a red light
    • Speeding
    • Parking illegally
    • Other petty crimes
    Should not result in weapons being used.

  Proper RP: Pull over and roleplay the situation.

  If you are caught using minor infractions as an excuse to kill a police officer, it will be classed as weapon play over roleplay and bad RP.
  You will receive a ban for this.

• 17) Baiting [S1/S2]

  Purposely committing crimes in high-profile PD areas to get chased is not permitted.

  Examples of this include:

  • Selling weed directly outside the PD station.
  • Repeatedly speeding past police cars without reason.

  Police/SHS should only be called upon when:

  • You need their assistance with a crime.
  • You have a situation that is deemed a medical emergency.

  They should not be contacted to set them up for a kidnap, robbery, or to cause harm.

  Other examples of baiting include:

  • Crashing into PD on purpose to get a chase.
  • Pulling up beside others and provoking them to get a reaction.
  • Waiting outside SHS arguing with everyone in hopes of causing something.
  • Hanging around outside PD trying to create issues with officers or others.
• 18) Hateful Conduct [S4]

  Players are prohibited from engaging in hateful conduct towards another player’s characteristics.

  This includes, but is not limited to:

  • Race
  • Ethnicity
  • National origin
  • Caste
  • Sexual orientation
  • Gender
  • Gender identity
  • Religious affiliation
  • Age
  • Disability

  If you are reported for using any of these terms in a negative or hateful manner, action dependent on context will be taken against you.

• 19) Respect [S1/S2]

  We understand that there may be instances where players become angry or disheartened by events that occur within RP. However, despite this, respect must be shown at all times to other members of the community, whether they are players or staff members, both in and out of the city.

  Treat others how you wish to be treated.

• 20) Keep It In RP [S1/S2]

  It is paramount that all RP remains within the city/game and does not turn into OOC or real-life hate.

  This includes actions such as:

  • Sending personal messages to harass someone.
  • Making hateful comments in public Discord channels.
  • Entering someone's stream to express hatred.

  Do not discuss a player’s IRL issues while in RP.
  Anyone caught doing this will face harsh ban action or possibly be removed from the server.

• 21) Zero Tolerance on Racism/Homophobia/Transphobia [S4/S5]

  Any use of racial, homophobic, or derogatory terms is strictly prohibited in Prime Network.

  Anyone found displaying this behavior will face:

  • High-level bans
  • Permanent bans

  We acknowledge that for some, the F-word may not always be used in direct reference to someone's sexuality. However, it is important to understand that others may perceive it as homophobic, and as such, it falls under this rule.

• 22) Guidelines/Streamers [S2/S3]

  To ensure the server remains content-friendly, all forms of roleplay must comply with Twitch Terms of Service and Twitch Community Guidelines, as well as the guidelines of other available streaming platforms.

  To bring the best RP to the city, we recommend that all RP is conducted as if there is a stream watching.

  Reminder: If you know a streamer outside the city, you must remember that you do not know them in the city until you have met them organically.

  Please note: If you are seen approaching a streamer and acknowledging them as if you know them (without having met them organically), you will receive a ban as this is considered metagaming.

• 23) Female Friendly [S2/S3]

  We aim to ensure that the server is a comfortable and inclusive space for female players. Severe abuse or the use of derogatory terms towards them will not be tolerated.

  Prohibited Terms:

  • Sl*t
  • S*ag

  These terms are not acceptable, and if repeatedly used, harsh punishments will be issued.

  Please note: The exception to this rule is if a female is providing an exchange within RP, back and fourth with someone, within a beef or war setting, this term may be allowed, it is all contextual.

  Sexual Harassment Policy:
  Unwanted verbal, physical, or other sexual advances are classified as sexual harassment.
  Anyone found guilty of this will face a permanent ban without the option to appeal.

• 24) Bullying [S4/S5]

  We strive to create a comfortable and inclusive environment for all players in the city.

  Bullying of any kind will not be tolerated. Anyone found engaging in bullying behavior will be removed from the city.

  Respect all players:
  Do not make fun of or discriminate against someone with a physical or mental disorder.

• 25) Toxicity [S3/S4]

  Repetitive behavior involving distaste, hostility, or hate towards others in OOC channels will be considered toxic and will result in a warning or ban.

• 26) Advertisement [S1]

  Advertising streams or other Discord servers in any of the Sync Network channels is not allowed.

  Exception: Live stream links may only be posted in the streamer channel.

• 27) Offensive Names [S1]

  You must ensure that your Steam and Discord names remain clean and appropriate at all times.

  Enforcement:

  • First Offense: You will receive a warning if you use an inappropriate name.
  • Repeat Offense: You will be banned if you continue to use inappropriate names.
• 28) Push To Talk [S1]

  You must always use the push-to-talk feature while in the city.

  Open mic is strictly prohibited.

• 29) Third Party Communication Channels [S1/S2]

  While in the city, you must not use external applications such as Discord to communicate with other in-city members.

  You must only use your in-game phone or radio for communication.

  Being in a Discord call while in the city is strictly against the rules.

• 30) Voice ID [S1/S2]

  Recognizing people by their voice in the city is allowed for everyone.

  This applies to:

  • Criminals
  • Law enforcement
  • Civilians

  Important: Voice recognition is valid regardless of clothing or disguise.

• 31) Ramming and Pitting [S1/S2]

  Ramming is not allowed at anytime ramming is different to a tactial pit manouver ONLY PD are allowed to perform a pit.

  Box Scenario Rules:

  • Whether it is criminals vs. criminals or PD vs. criminals, you cannot ram your way out of a boxed-in situation.
  • If there is a gap big enough for your car to get through, you may attempt to drive out.
  • Ramming your way out will result in punishment.

  Pitting Rules:

  • In-city PITs: Permitted at speeds under 70mph.
  • Out-of-city PITs: Permitted at speeds under 100mph.
  • PITs are only acceptable when making contact with the rear right or rear left of the vehicle to spin it out within the allowed speed limits.
• 32) GTA Driving (Police, Crim Chases and Crops) [S1/S2]

  In Sync Network, you are permitted to use stunt jumps around the city during police chases. However, if you choose to use a stunt jump and fail to land the car correctly (e.g., landing on its roof), you must give up and face prosecution from the police. You must stay in the vehicle—you are not DOA.

  Stunt Jump Rules:

  • If you land the car correctly, you may continue the chase.
  • If you land on your roof but the car rolls back onto its wheels, you may continue.
  • Use stunt jumps at your own risk!

  ---

  Off-Roading Rules:

  • All PD SUVs can go off-road, regardless of whether they have off-road tires (they cannot change their tires physically).
  • When crop hunting or driving up mountains, you must use an off-road vehicle.
  • Multiple off-road vehicles are available at PDM or in the store.
  • Off-road tires can be fitted to SUVs at mechanics around the city.
  • Driving off-road in a non-off-road vehicle will result in a ban.

  Need to check if your car is off-road worthy?
  Open a car dev ticket for confirmation.

• 33) Hunting [S1/S2]

  Hunting weapons are only permitted for use while hunting.

  They are strictly not allowed to be used in any other situation, including:

  • Shooting at someone.
  • Using it to threaten or intimidate anyone.

  Failure to follow this rule will result in:

  • A blacklist from obtaining a hunting license again.
  • Potential ban from the server depending on the severity of misuse.
• 34) Suicide and Terrorism RP [S3/S4]

  Suicide RP and Terrorism RP are strictly not allowed in the city.

• 35) Taking Your Life To Avoid Police [S1/S2]

  Do not purposely die or fake your death to escape the police.

  Remember:
  The police are here to roleplay too—respect their RP.

• 36) Stealing Police Equipment [S1/S2]

  Theft of any police equipment from the armory or officers is strictly banned at all times.

• 37) PD/SHS Hostages [S1/S2]
  • If you take a PD hostage and they provide you with genuine information as requested, you MUST let the officer go free alive.
  • You cannot take an officer hostage to get your mate out of a cell or sentence.
  • Faking voice box, hunger, or thirst issues with PD to escape cuffs and then attacking them is not allowed.
  • If you take PD’s body cam and remove any evidence of you and your crimes, you MUST let the officer go free alive.
  • Police officers cannot be taken hostage for shop/store robberies.
  • SHS cannot be taken hostage while in uniform.
    (This is considered working time, and they need to be on the road to do their job.)
• 38) Hostage Taking [S1]

  You must always roleplay when finding and taking a hostage.

  You cannot:

  • Ask someone directly if they want to be a hostage.
  • Call a friend as a favor to be a hostage.

  Hostage Time Limit:

  • A hostage can only be kept for a maximum of 1 hour.
  • If a hostage needs to leave the city, they must open a ticket or submit an in-game report.

  If a hostage is found lying about leaving the city and returns within the next hour, they will be banned for Fail RP and Powergaming.

• 39) Robbing/Killing Of Players [S1] ?

  Stage 1: You can rob them, but not their phone or radio.

  Stage 2 / Flatback: You cannot rob them (this does not apply to turfs).

  Important: This rule is in place to ensure that Stage 1 continues the RP and promotes the longevity of the scene and future interactions.

  If you rob someone, you are NOT allowed to then flatback/stage 2 them—this is considered a loophole and is not permitted.

• 40) Kidnapping Of Workers [S1] ?

  Players clocked in at a business must not be taken hostage for any type of robbery or heist.

  Employees are not to be treated as an easy grab for a hostage.

  ---

  Important Clarification:

  • This rule does not mean businesses are green grass during active gang beef.
  • If a business is involved in a conflict, it is up to the owner/employees to protect their staff.

  This rule is NOT in place to make businesses a protected camping spot during active beef.
  It is strictly to prevent players from targeting employees as easy hostages for robberies or Vangelicos.

• 41) Stealing SHS/PD Vehicles [S1]

  Forcing SHS workers to give access to the SHS helicopter is NOT ALLOWED under any circumstance.

  The SHS helicopter is strictly for medical emergencies only.

  ---

  This rule also applies to:

  • PD NPAS helicopters—no emergency service helicopter is to be stolen or used to break people out of prison.
  • Stealing emergency vehicles when not part of an active scene is not allowed.
• 42) Whitelisted Job/Gang Impersonation [S1]

  You cannot use any property of whitelisted jobs or gangs to disguise yourself.

  This primarily applies to:

  • Police / EMS uniforms.
  • Whitelisted job outfits.
  • Gang clothing.

  This rule strictly applies to clothing and any other identifiable property.

• 43) Job/Gang Cooldowns [S1]

  Cooldowns only apply when leaving a gang.

  Cooldown Rules:

  • There is a minimum 2-week cooldown before you can join a different gang.
  • The cooldown must be posted in the main Discord channel by the individual who has left or been blooded out.
  • This is necessary to track rule breaches and ensure proper application of gang roles.

  Exception:
  If you have been part of a gang for over 14 days, this cooldown does not apply.

• 44) RP Evidence For PD [S1/S2]

  The use of /me is not accepted when providing evidence or paperwork.

  Proper Procedure:

  • All evidence and paperwork must be created outside the city.
  • It should be provided via Discord to the arresting officer.
• 45) Vangelicos/Shops/Banks/Heists [S1/S2]

  Robbery & Heist Rules:

  • Vangelico Robberies:
    - Maximum of 4 people can be involved.
    - You can use others as part of a getaway plan/decamp, but they cannot actively participate in the robbery.
  • Bank Heists:
    - Maximum of 8 people can be involved.
    - You can use others as part of a getaway plan/decamp, but they cannot actively participate in the robbery/heist.
  • Shop Robberies:
    - Maximum of 4 people can be involved.
    - You can use others as part of a getaway plan/decamp, but they cannot actively participate in the robbery.

  You must wait 20 minutes between robberies of any kind.
  No chain robbing.

• 46) Cheating/Hacking/Exploiting [S4/S5]

  Any player found guilty of cheating, hacking, or exploiting will receive a permanent ban from the server.

  Exploit Reporting:

  • If you discover an exploit, report it via a ticket instead of abusing it.
  • Exploiting can ruin the economy of the city.

  ---

  Specific Exploit:

  • Having people sit in the back of a Gruppe 6 van is now classed as an exploit.
  • Do not use this method when attempting to rob the van.
• 47) Server Restart [S1/S2]

  A server restart is not an excuse to go rogue with roleplay.

  Roleplay must be maintained every second leading up to the restart.

  • Do not rush roleplay in the build-up to a restart.
  • If you are mid-roleplay before a restart, you must return to your last location after logging back in to continue where you left off.
• 48) Character Slots [S1/S2]

  Your secondary character cannot be related to your primary character.

  Example:
  Your primary character cannot be in a gang while your secondary character is in PD and claim they are cousins.

  Reason for this rule:

  • This prevents information transfer between characters under the excuse of "Oh, they are my cousin, so they told me."
  • Both characters must be completely unrelated.
• 49) Meth Labs [S1/S2]

  The Meth Lab now follows the same rules as crops.

  Allowed Actions:

  • You can kill and rob at the meth lab.

  Respawn Rule:

  • If you are killed, you cannot return for 2 hours.
• 50) SHS Corruption [S3]

  SHS can be corrupt within reason.

  Prohibited Actions:

  • SHS cannot kill or cause harm to any individual.
  • SHS cannot attend a gang war and only revive one gang because they were paid to do so.
    (This is essentially classed as killing the members of the other gang.)

  Permitted Corrupt Actions:

  • Selling medical equipment.
  • Accepting backhanders for private SHS callouts with no PD alert.
  • Engaging in small-scale corrupt scenarios.

  Final Note: Corruption is allowed to an extent, but do not abuse it—don’t take the piss.

• 51) Tasered by Police [S1/S2]

  Taser Rules:

  • If you are tased once, you can still attempt to escape.
  • If you are tased twice, you must surrender and give yourself up.
• 52) Civ Teaming [S1/S2]

  Civilians cannot team up in groups larger than 6 people.

  If you want to be in a group larger than 6, you must form a gang.

• 53) Breaching [S1/S2]

  Breaching is not permitted in any robbery, including:

  • Shop robberies
  • Vangelicos
  • Any other robbery in the city

  Exception:

  • You may engage if you are in an ACTIVE gang beef with the family performing the robbery.
  • You cannot breach the building.
  • You are only allowed to fight them if they are outside.

  Important Clarification:

  • This only applies to ongoing, ACTIVE gang beef.
  • You cannot intervene if you stumble across a gang doing a robbery.
• 54) Fearing Weapons [S1/S2]

  You must fear 2 or more weapons regardless of what they are.

• 55) Gang Businesses [S1]

  There is no longer a cap on how many businesses a gang can own, as long as the person running the business is active and fulfilling their role.

  However: A gang cannot own more than 1 of the same business.
